A1.1 MGCP Transport Behaviour (UDP, Retransmissions, Timers)

MGCP is designed to operate primarily over UDP. The protocol itself provides reliability on top of UDP using a transaction-oriented model with retransmissions and unique transaction identifiers. The goal is “at-most-once” execution of each command even when packets are lost or duplicated on the network.
