11. USSD Global Variables

USSD Global Variables provide a centralized mechanism to define static key–value parameters that can be referenced during USSD request processing.
They are designed to support configuration reuse, environment abstraction, and service consistency across multiple USSD menus and routing scenarios.
3GPP [TS 23.090] and [TS 24.090] define how USSD dialogs are transported and processed at the signaling level.

However these specifications do not define application-level variables or configuration parameters. Therefore, USSD Global Variables are an application-layer construct, implemented by the USSD Gateway to support:
