6. USSD Routing Engine

The USSD Routing Engine determines which backend service (application endpoint) will handle a new USSD dialogue. Operators typically host many USSD services (self-care, balance, top-ups, promotions, mobile money, etc.), and routing must remain flexible, deterministic, and safe under load.
